Promoting, defending, and protecting the interests of Leonardois residents

 Optimization of municipal services

  • Speed up the issuance of permits for residential construction projects.
  • Simplify and facilitate access to services for citizens.
  • Rethinking our existing spaces to create a modern, pleasant neighborhood that meets today’s needs.

Increased focus on safety, cleanliness, and homelessness

  • Improve the performance of public lighting so that every citizen feels safe.
  • Manage speed within the borough by improving the road safety plan.
  • Increase waste collection near schools, fast food restaurants, and public parking lots.
  • Make intersections with bike lanes safer.
  • Establish a management plan and services to counter the growth of homelessness within the borough.

Improving communications between the borough, citizens, organizations, and businesses

  • Create and support a Senior Citizens Council whose members would come from various organizations and communities.
  • Integrate an information network to provide quick access to the calendar of activities and services offered by non-profit organizations and sports organizations recognized by the borough.
  • Suggest sharing specific mandates with the current Saint-Léonard Youth Council.
  • Improve communications support for community and cultural organizations.
  • Establish a schedule of monthly evening meetings during the week with an elected official.
  • Organize group meetings with those who request them on specific topics of concern to them.

 Provide better management of urban development and population density

  • Ensure that new real estate developments are consistent with existing built environments and comply with regulatory limits—our citizens do not want St-Léonard to become a downtown area of the East.
  • Support local businesses and encourage local initiatives.
  • Revisit the industrial sector and its development.
  • Promote and facilitate the establishment of employment hubs.
  • Establish a plan for developing areas to regulate neighborhood life around metro stations.
  • Provide training for our teams so that they can consider future developments in accordance with crime prevention through environmental design.
  • Improve the availability of spaces dedicated to users with specific needs and/or disabilities.

Strengthening solutions for rainwater management and flooding

  • Create a Citizen Advisory Committee to work on local flood situation analysis (CCASLI) for the borough.
  • Hold information sessions to inform property owners about the progress and work of the Citizen Advisory Committee.
  • Maintain pressure on the City of Montreal from day one of our mandate to remain at the top of the list of works for the Langelier collector and other measures, as the latter is not a comprehensive solution but only a partial one.

Review of organizational and operational processes for sports and leisure activities

  • Renewing audio equipment in certain sports facilities.
  • Secure co-financing to build a synthetic multisport field near Ladauversière Elementary School, either within Ladauversière Park or nearby.
  • Maximize the use of the Martin Brodeur Arena during the summer.
  • Prioritize the use of spaces by recognized local institutions and organizations.
  • Increase the availability of spaces for free Pickleball games.
  • Cover the ends of bocce courts in various parks during the summer to ensure safe play for seniors.
  • Anticipate the need for sports facilities in line with population growth and demographic increases.

 Our animal friends

  • Take steps to relax the criteria for issuing dog licenses in order to make them more accessible to Leonardville residents.
  • Raise awareness among citizens about preventive measures to limit nuisances caused by wildlife.

 Future projects contingent on obtaining funding and grants:

  • Obtain a covered outdoor refrigerated ice rink that could also be converted in the summer to accommodate other sports and/or activities.
  • Obtain safe footbridges over the Metropolitan Expressway for pedestrians and cyclists.
  • Continue the feasibility study with a view to establishing a single two-way bike lane on one side of Jarry Street without removing parking spaces in order to connect to the existing bike network in Anjou and St-Michel.
  • Continue the work begun with the Mach developer in 2021, including:
    – Establishing a library in the southern sector of St-Léonard
    – Establishing a performance hall in the southern sector of St-Léonard
    – Establishing community facilities
    – Establishing social housing
    – Establish student housing, etc.
